In addition to the residential development proposed for the Southall gas works site just west of Southall station , a company called Blue-NG wants to build a power plant burning biofuels (vegetable oil). The power station will run 24 hours a day and will have a 65 metre (over 200ft) high exhaust chimney, alongside a new building 39 metres (126 ft) high. It will burn 20,000 tonnes of biofuel (vegetable oil) a year, requiring up to eight tanker deliveries per day. Whats wrong with that? Bofuels are often suggested as a solution to climate change, but in fact the overall impact can be to produce even more greenhouse gas than fossil fuels. Growing crops to burn also means that land is taken away from food production, at a time when global food shortages are increasing. Finally, the plant will increase local air pollution and put residents health at risk. How can vegetable oil have a worse climate change effect than fossil fuels? Using waste cooking oil is clearly sensible but there is very little of this to go round. So crops need to be grown specially, such as oilseed rape. Because of the nitrogen fertilisers used in its production, the potent greenhouse gas nitrous oxide is emitted. The exact figures very, but a recent estimate suggested that burning oilseed rape may result in up to 70% more warming than the equivalent fossil fuels. Biofuels are a global industry though, and demand is growing, thanks to governments around the world promoting their use, and even setting targets. Vegetable oil burned here may not come from oilseed rape grown in the UK, but may be, for example, palm oil grown in Indonesia. In Germany, where there are 1800 power plants burning biofuels, these originally used oilseed rape, but the majority now run off palm oil, which is cheaper, but extremely environmentally destructive. Whats so bad about palm oil? It is predominantly grown on lands that were previously tropical rainforest. Not only does destroying these release the carbon they store, but in Indonesia, Malaysia and Borneo as the peatlands underneath dry out they release yet more carbon. This natural resource destruction has made Indonesia the worlds third greatest contributor to global warming according to a 2007 World Bank report. But surely local communities in those countries benefit from this new industry? In fact, the reverse is true its so profitable that local people in Africa, Asia and Latin America have been forcibly evicted by large multi-national businesses to make way for these new plantations. There are also serious concerns about the impact on food production, since the plantations take land away from growing food. A World Bank report from July 2008 estimated that 75% of global food price increases between 2002 and 2008 were due to biofuels competing for food crops such as maize and rapeseed. Are there any biofuel power plants anywhere else in the UK? Not yet, although biofuels are already added to petrol. One plant has been given planning permission in Beckton in East London, to be built by the same company, Blue NG. Unfounded claims about this being green energy convinced the local council, despite concerns about local air pollution, as well as wider environmental impacts. Blue-NG says it will try to use oil seed rape grown in the UK. But the Southall plant would use some 6700 hectares of land which could feed 25,000 people. If the Southall plant goes ahead, and is profitable, Blue-NG has plans for 43 plants in total across the UK, which would burn nearly 900 million litres of raw vegetable oil per year. To put this in context, the entire UK oilseed rape crop produces around 2000 million litres of oil a year, which is currently used for other purposes such as cooking oil, manufacturing processed foods and biodiesel for vehicles. This suggests either that the oil for powering these plants will have to be imported, or that the increased demand for UK rapeseed oil will mean existing markets such as the food industry will have to shift to using other oils (e.g palm oil). Will there be any local impacts? This is not a small plant it will be burning 76,000 litres of vegetable oil per day, delivered by lorries. Burning vegetable oil produces nitrogen oxides and particulates, which are associated with increased respiratory diseases, including asthma. This could have health implications for residents in the planned new development of up to 3,750 new homes, as well as those in the surrounding areas. There are two nearby primary schools, Beaconsfield and Blair Peach as well as a primary school and pre-school planned for the development site itself. What can I do?
